The attacks are locked.But when i see the empire report,the army upkeep is not 0.
why?

I have to pay gold for my army upkeep.

it shows real upkeep but upkeep is stoped so you dont pay it.

Are you sure?
When servers were back, I had 1.5mil gold, logged in some time later, found 900k.
