Question about spy level

I have border outpost level 11. Somebody with spy level 12 is observing me. Why can I only see "Unknown" instead of the name of the enemy???  I thought that unless the difference between between spy level of the enemy and the level of the border outpost isn't at least 2 you can see the name of the enemy.

Is this a new rule or a bug?

its cause you dont see alliance researches. he have at least 12+alliance researches. and if you dont see who spy you it means he have +3 or more from researches to spy
