Bulding Fortress in 2 prov, 1 was done instantly, the other 1 took 8 hrs

I was building lv4 Fort in 2 provinces at the same time, the first one took me 8 hours, the 2nd was built instantly.
Is this error or ?

this icon represents stored construction hours.It shows how much player can build instantly without waiting.If u have 5:00 hours of construction ,and building needs 8 hrs ,u will wait 3 hours for building to complete.Every province has independant construction hours "resource".

you don't choose to use it or not, it's automatic when you build something ... and all players have access to construction points in v4 and v4a realms, as soon as they devellop architecture lvl 1

premium players have 2x more points, but that's all

and you spend money (credits) only for extra 4 hours construction points
