Real bad implementaion, plus Q about bureaucracy

Here is a typo I made when selling some iron:

Are you aware how much that dumb typo cost me?  Can we screen for such mishaps please?

Second, I got my 6 and 7 provinces before doing any bureaucracy.  They are both at the same level (60%), now 70%., rather than 60 and 40 (70 and 50).  I don't know why, but I'm not complaining.   If I get the next C, will it stay like this?  What if I change my capital?

6 and 7  and 8 and... province work at 0 with buerocracy 0. So when you research buerocracy they work at same efficiency. so its not bug.

every province after the fifth starts with 0 bureaucracy...and with bureaucracy 14 they will all have efficiency 70%.
