Lower minimum NW of alliance for war declaration

I think that 5000 nw per alliance is too much to wait for wars.For those who dont know,war cannot be declared if invaders or defenders has less then 5000 points total(v4a).Why that high?Lower it to 2000.We want action,war income is only thing that can save us from hell dificult market on begining.
