Number of alliances

How many alliances is one allowed to start in version 1 ? I am asking because before the number of INACTIVE alliance you could start was unlimited, have they fixed this ? Every time I start new alliance it tells me I can only join 4 alliances, when I join an alliance, it tells me I can join 10. Is there someone who has tested it and can tell me for sure ?

for as far as I know, you can still create an unlimited number of Alliances ... only the number of Alliances you can join and how many Leadership election you can hold have been limited.
