I am not being able to colonize new provinces ,though i have required criteria.....can anyone help

In all new realms you need centralization lvl and 500 free villagers. and you colonize using maps - colonize. if your centralizatin just finished, you need to log out and log back in sometimes.
in old realms(R1-R4 + R10) you need 500 spears of 500 archers to colonize.
please post realm number you play. Do you have centralization and 500 free villagers(not working)??
