The relocation time of resourches - from one province to other -  is rises 10 times when a certain player is under attack.

What time - in what moment - is this time rises? Is it happens in the same moment when the attacker launches his/her troops  or just when his/her troops can be discovered (30 or 20 or 40 minutes before they coming depending on Spy and Borderpost levels)

More precisely:
Can that be the first and only sign of beeing attacked that moving resourches takes 10 times more time than usual?

not at all.
once the "bloody swords" symbol appears on your screen are you considered "under attack" ... this can be anytime between 15 (if at war and very close) and 60 min before impact.

once you are "under attack" :

- moving ressources from one province to another requires 20 min instead of 2 min
- you can't spend ressources to queue building and researches
- you can't donate gold to the Treasury vault

I read in the rules that "-no reputation is lost for sending raids and attacks in x5" Does it mean that I can attack someone up to 5 times weaker then me with no honor penalty in case that our alliances are in war? What about the morale penalties?

morale penalty is like before, if you attack with more than x2 morale penalty is calculated like this: every 0,06 more than x2 is 1 penalty point to morale *cool*

you send a spy and get a report
you calculate the possible outcome of a battle
you send an army for fortress siege

and in the last minute the additional army of the defender appeared

Where from?

option 1:
the army was there but was not mobilized ... when attacked they got mobilized by themselves

option 2:
the player moved the army from another province

option 3:
the army returned back from the attack

Any other options?

And,
What is the shortest time of training a solder [no matter who]? 6 hour?
Does it mean, that once hiring the army the oponent can not receive the solders in the 6 hour period?

next possibility, player mobilize not mobilized army before attack. that are few traps  *ok*
yes, shortest time to training army is 6h and after that player have 72h to mobilize army, after this time army has mobilized automaticly *cool*

This is a trick I like to employ.  *evil*

I would add that in Option 1 the army can be mobilized by the player (or after 72 hours).  This is a good way to win decisive defensive battles while off at war.

The shortest time for soldier training is the Spearman = 6 hours.

If I understand your question right, an army that is not activated is:
1 - invisible to spies;
2 - not involved in the battle in any way - and ready to be activated after the battle.

army which is not mobilizes is invisible to spies and cant be hurt by atacking that prov. unless defender is online and decide to mobilize them in last sec and make you nasty surprise.
What if defender had army on attack which returned home, but he kept it hidden from you. ny moving between provinces or attacking someone else and recalling??

Yes. Another surprise potentially more deadly than activating a few hundred trained troops.
But this would require an unfathomable precise (clarvoyant!) calculation of when a spy report is sent - which is not possible, IMHO.

Of course, usually the army is sent after the spy reports....

not necessarily.
what matters is hiding your army from your opponent's sight and making it look as if you were offline with an army on the move somewhere (but not at home).
as for spy reports, you can send them after your army and activate them only when your army is in sight of your enemy .... it's just a matter of experience and confidence *Smiley*

As starbuck said, its easy. i was keeping army hidden for few hours and it was home. between provinces + attacking and recalling before 15 expires not to get - 1 honor. its visible those few sec in province, but that enemy will spy you at that moment in that second, very low posibility.

so if I correctly understood ...

one way t hide an army is to send on attack and recall back ...
here you regulate time ...

another way of hiding the army is to have it move back and forth between the provinces
but in this way, how long does it take travel from one province to another?
