Alliance Attack Tech question

Hi,

The manual says the tech gives 5%  attack bonus, the in game help says +1 to mil techs. Which is right?

If it is 5% then am I I right in believing this has the same effect as increase the attacking army numbers by 5%, or something else.

It's +1 to range attack and melee attack
