Constructive points change

For over a week now my constructive points max at 6 hours. Several hours ago, I upgraded my architecture to level 8. After that I noticed that my constructive points maxed at 4 hours in my home province. Its been hours with no construction so it should have inched back up to 6 hours like before. Does it stop moving if research is going on?

for every 1 level of achitecture you gain 0,5 hour construction point, but if you have the premium  accout you have 2x more constructive point. propably yours premium was ended in the meantime
