Its 10% of your production, not 10% of resources you have. and you dont lose that, it is just extra generated in alliance. So you can build and research freely, when you like.

So it is no difference if I have 10.000 gold + resourses made to gold, or that I have 0 gold and 0 resources.

The treasurer and I (leader) earn 2070 gold in total / hour.
The gold that my alliance get is so 24 hour production
4827/2070 = 23.31884...
