sending raid during alliance war, version 4 realm

i read this from the manual
Wars have fixed duration of 168 hours during which alliances fight under altered gameplay rules:
-no reputation is lost for sending raids and attacks in x5

However, i lost 4 honor for sending a pillage to the player that in war with me. Can someone explain why is that happen?

you don't lose Honor for attacking outside your 2x range players you are at war with
but you lose 4 pts for doing a pop pillage ... always
