Upkeep still costs

Upkeep for me in r2 still cost me ..it should be stopped..isnt it??

i thought that the army upkeep stopped was meant for army which are on the move too, isn't it? if it isn't then that solves the problem.

Of course that doesn't go for moving armies.

my army was on attack that time..i think now its ok..no upkeep

so its for only the stationary army in provs ..
