In the alliance model, the tresurer only pays half of the commisions right? will this effect both market and post offer?

yes
in addition, he provides an extra 10% of his kingdom daily's production to the Allaince vault, just like the Leader ... this is therefore a position well-suited to the most prosperous and populous farmer in your group *wink*
