if i'm not mistaken, they do have friends list in IO. i'm not sure but in GI they have it.

well you can actually know whether your alliance members are online or not. just go to alliance member page and if they are online, then there will be something like this: [Xmin] next to their name. the X represents how many minutes since his last action. so if it's like 0-2 mins then you know for sure that they are online.
