Taking Out Restriction on buying of resources (iron.stone.woods)

Is it possible to take out restriction on buying resources during attacks(only pillages and field battles)..The logic stays same for fort siege as attacker takes all the resources..

But in case of field battle or pillages there is no affect on the attacker whether defender is buying resources and hiring army..

yes there is,what if plan is to lock players buying and moving power ,leaving him under constant bloody attack icon.
