1st province is always 100% efficient and 2nd province without bureaucracy is 80% right??
each lvl of bureacracy should increase province 2 efficiency by 5% to 85%
but with lvl 1 bureaucracy, my 2nd province still only have 80% efficiency
is there a bug or have i misunderstood the bureaucracy function?
