I got this rumour:

The enemy has resources with approximate value of 13917.The enemy province has approximately 403 light soldiers,0 heavy soldiers,0 elite soldiers.

Are the soldiers garrisoned in the fortress also included in this? Or just the field army?

To have more details about the garrison and fort level in that province, you'll need to send a spy *wink*
