+25% wood production not working in one province

I have two prov plain w forest
fort level is equal
number of people in lumber also
but one(13) produce 46256 wood per hour
another(15) just 37004

they both w +25% for forest and both have F5

both province -  plain with forest and fort level equal

go to menu Report/Province and check efficiency (the last data box) of both provinces .... if they got the same efficiency, the same number of people working in woodmills and the same fort,then you'll have the same production ... if not, check any one of those 3 components to see where the difference come from
