my resources in two provinces have turned red and wont go any highier than 10000 or 35000, you can imagine this is holding me back, can some one help me?

yes upgrade the fort.. but resources wont stop collecting hmmm it just u cant hold 2ltr beer in 1 ltr cane [:-} [:-}
