Use of efficiency

I apologize if this question was already asked, but what does efficiency due. I know its provided by bureaucracy and affects colonies, but specifically, does anybody know? THNX!

its affect production yours provinces. ie if your province have efficiency 100% and production 10000 wood per hour then same province with efficiency 80% will be produce only 8000 wood per hour
