retreat option

hello guys

I need your help to understand the option"retreat" inside the colonies

it Implies that the defensive army doesn’t fight if the administrative unit is attacked. Retreat is available for all battle types but just in colonies.

please explain it to me and what is meant exactly be administrative unit

another question:
can I mobilize all my army inside the colonies, activate the option retreat and they will be safe from all attacks

If you select that option and if attacked in the respective colony, your army won't fight ergo it won't be killed but you will lose the battle.
