And with farms, and medicine increased, you should see improvements soon. If not, click on the farm inside your empire, click on the tab that shows you all provinces farms, and please take a screenshot, and one of the taxes you have set. Thank you. I have also an colony with the bonus of farm 10% but donät work !!

Also, get your farm level in all your provinces to 10-11, and you will see the improvement. Medicine will help, however if the farm capacity exceeds the number of villagers you can hold there, it wont make too much of a difference.
Another thing: Click on the town square, click on "Gradual Effect" and start a small festival in all provinces with gradual effect. That will help you reach max happiness everywhere faster.
