If you ever played "Heroes of Might and Magic" you might remember treasure chests. You had the option to get either resources or experience for your hero. Since we have various "quests" in the game, why not to have the same option?
After the accomplishment of one quest, player should be able to select either bonus resources or experience for his governor(s). The experience level may be proportional to the bonus resource level (given amount of resources vary).
If the player has more than one governor, bonus experience may be divided in to equal proportions.

I agree, there should be a way to grow your governor.. but other way :P i was thinking about some kind of missions for the governors to gain xp

The governors can be trained in gubernatorial headquarters to level up their experience. You can use the resources to pay for this training.

If we make high levels of Headquarters or Gubernatorial headquarters we will never reach elite units..
the time and resources for making those 2 buildings are just insanely high.
