Move & Train option instantly moves the resources, required for a recruitment in a province, from the capital, and starts the training right away. Goal: Hire and train military units, whose price exceeds the available resources in the province. In the image above you can see that the color of the round button with the '✓'-sign has changed to red. When this happens it means that the amount of resources in the current province are insufficient and that the required resources will be taken from the capital. So as soon as this button turns red, it becomes the 'Move & Train' button. Unfortunately the text that is being displayed still says 'Recruit'. This is a bug that will be fixed.
