Title: Re: locked province Post by: Muwe on December 29, 2013, 11:16:53 AM Try looking on the top right corner and click on the small bag.. if the happiness drops under zero you cant use the province.. its true.. from your capital click on the small bag and try to lower the happiness to zero and wait for it to grow after zero.. then increase the temple in there.. it will help you keep a higher tax and also be in plus with gold..
