I have researched centralisation 5 on world cup but i cant annex provinces. Do anione know the inperiaonline's e-mail adress? I like to tell them this bug.

It´s not a bug, read Rules and gameplay of the Qualifications.

- The maximum count of provinces each player can annex and develop is 4, along with Province 1.

So I can't surround the province 1 with other provinces ... *sad*
