suddenly yesterday at the hapiness board there is an indication that says locked province - 5.... anybody knows anything?  |

decrease your tax please.. for now your happiness goes in minus. Put your tax on "Small" .. that should help you..

i understand everything else except that locked province issue... i am an old player i know what happens when tax is high..... but this is something that i personally see for first time...

This is why its happening. When the happiness in your province is below zero, or very close to zero you will not have access to build anything in that province therefore it becomes "locked". Imagine that you are oppressing a village (you the king) and the villagers rebel against you. You will not have a free pass in that area. You will not be able to collect taxes, or something like that.. Lets just say that the "Locked Province" means that you have lost the support of the population there.
