i dont think you can annex before the 60 hrs.

i was able to annex via the map menu, don´t know if its a bug, however via normal attack menu i couldn´t do it, it said i had to wait 1 hour.  smells of a bug....

I just check it out and i doubt it's a bug.

They finally allow us to annex because annexing have nothing to do with resources.

If you try to attack from map menu you can't. Still message pop out that you need to wait xxxxx till you can attack.
