In the last era, as long as there was enough resources at the capital, i could upgrade and recruit in any of the other provinces. How do I make that happen again?

Upgrading Caravan Station will help you with that. If the necessary resources are available in the capital and capital's Caravan Station capacity is enough to transport them at once or has reached the maximum level, you will be able to transport and build/recruit with just one click in the other provinces.
