Tutor Stuck

I'm in the new era, and finished the initial tutorial, but it is STUCK on step 13 of 13. It will not CLEAR. I cannot do *anything*. Can't even access my alliance message board.
I sent e-mail to support. They can't do anything until at least Monday.

please remind me what is the 13th quest of the Tutorial ?
and we shall see if something is missing

for me, it says to open the strategic map

if after clicking on the map icon, you still can not complete the quest, I'd advise you to log off the game, then log in again and click on the map icon, then leave it for a short moment (30s-60s) for the quest to be updated
it's also a chain quest that leads to spying, and then attacking
