I have a quest as follows:
Goal: Keep the amount of the tax 3500 per hour for at least 6 hours'
but the slide rule jumps from 3327 to 4159, I can't get it on 3500 exactly

that's fine
you should understand the Quest as "Keep the amount of tax, to at least 3500 gold per hour, for at least 6 hours"

it's the total gross gold production (income tax + commercial revenue) that matters, and you can change the tax rate during the Quest
say, like 2hrs for 4000+ revenue, then 3hrs at 1000+ revenue, then 4hrs at 5000+ revenue
