Hello guys,

I have been asked this question and I didnt find the answer *tired*

what is better for spies in Counter-espionage? to be garrisoned in the fortress, or to be in the province field?

Please help me in this question *sad*

Spies must be deployed on field in order to do their job, otherwise there is no use of them.
