annex terrain

I sent my villagers to annex terrain, but canceled this action after few seconds. I didn't get back the resources that I paid for. Should it work like this or is it a bug?

Just like when the army is being donated in a RP, this action might require a bit of time until the resources will be visible back on your empire.
However, considering the technical difficulties we have experienced today, if the problem is still not resolved, please leave your username also (I am assuming realm is 160 considering the area you posted in) and someone will take a look into  the matter.

If you cancel Peaceful annexation mission, you will lose the resources spent to launch the mission. They are not given back.
