Hi,
  Can some one please let me know.....if my current wood capcaity is 19 M , and i claim a war income of 25 M Wood....does it mean that the remaining (25-19=6M wood) will go to waste and will not show up in wood capacity..?

no. You can have as many resources as You wish, but when You reach capacity then villagers will stop produce this particular resource in that province
