During last night freeze

Something interesting happened during last night's freeze.  I think I know the answer, but would like to hear if others come up with a different idea.

I had launched an attack, yada, yada.  I had checked intel and no troops were at the defenders place.  Then, things got stuck.  When they finally got unstuck, he had soldiers there.  No big cause I won anyway, but it seemed strange.

I am thinking he would have arrived before I got there anyway and the server more or less stacked us so the results would be the same. 

I am just feeling a tiny bit sorry for him if he was sitting there looking at the "army has arrived" message while my guys were getting closer and closer and he couldn't do anything about it.  That would have to royally suck.
